Khaitan & Co advised Numaligarh Refinery Ltd on drafting and finalisation of the complete tender suite and green hydrogen purchase agreement for selection of bidder on international competitive bidding basis for development of green hydrogen generation unit (on a build, own and operate basis) for supply of gaseous green hydrogen to the refinery at Numaligarh, Assam.
Numaligharh’s refinery was commissioned in year 2000 with a crude processing capacity of 3 MMTPA to process indigenous crude from Assam. Currently, the refinery is going through capacity augmentation to 9 MMTPA by installing a 6 MMTPA capacity refinery and associated crude oil terminals and pipeline (Numaligarh Refinery Expansion Project or NREP). The NREP is part of the Government of India’s Hydrocarbon Vision 2030 and is a strategically important initiative to help meet growing demand of petroleum products in northeastern India.
Upon completion of the tender process, NeuEN Green Energy Pvt Ltd, a joint venture between Bharat Petroleum Corporation Ltd and Sembcorp Industries Ltd, emerged as the successful bidder, offering price of INR 279 per kg for the supply of 10,000 tons of green hydrogen per annum to Numaligarh refinery.
